Update: IMF Concludes Mission with Positive Review as World Bank Praises Digital Procurement

Update: An International Monetary Fund (IMF) mission has concluded a two-week visit to Malawi, noting "considerable progress" towards a new Extended Credit Facility (ECF) lending programme. According to AllAfrica, the delegation, led by Justin Tyson, wrapped up meetings on October 6. The IMF praised the Malawian government for tightening fiscal discipline, managing public debt, and improving fuel and sugar pricing mechanisms. However, the IMF held off on finalising a new financing deal, warning that the country's economic growth continues to face challenges from climate shocks, falling tobacco demand, and global trade disruptions.

In a related development, President Arthur Peter Mutharika departed for a private visit to South Africa on October 6. Before leaving, Mutharika acknowledged in an interview with the Malawi Broadcasting Corporation that rebuilding the nation's economy is proving more difficult than anticipated, reports Malawi24. The President highlighted the anticipated IMF ECF programme as a critical component for achieving economic stabilisation as the country manages ongoing inflation and foreign exchange shortages.

Meanwhile, the World Bank has commended Malawi's Public Procurement and Disposal of Assets Authority (PPDA) for its progress in implementing the National Electronic Procurement System (MANePS). According to a PPDA statement released on October 7, World Bank Lead Procurement Specialist Howard Bariira Centenary praised the platform. The system has successfully registered 7,417 suppliers, including 685 micro, small, and medium enterprises. The digital transition aims to improve transparency and efficiency in public spending, with mandatory use across all government entities targeted for December 2026.
