Deputy IG Faces Scrutiny Over 2020 Shooting as Amaryllis Hotel Investigation Prompts Agency Shake-Ups

Newly appointed Deputy Inspector General of the Malawi Police Service, Noel Kaira, is facing scrutiny over an unresolved fatal shooting from 2020, according to a report by Malawi Cables. Kaira allegedly shot and killed an unarmed neighbour in Lilongwe's Area 49 after mistaking him for a robbery suspect. Although initial investigators reportedly classified the incident as a murder and an arrest was directed by the former Inspector General, sources allege that the police report was later altered to describe it as an accidental shooting. As of early April 2026, the case has stalled at the office of the Director of Public Prosecutions and has not been brought before the courts, leaving the victim's family demanding justice.

Update: Questions over the K128.7 billion purchase of the Amaryllis Hotel by the Public Service Pension Trust Fund continue. Nyasa Times reports that a K5.5 billion cash withdrawal linked to the transaction has prompted corruption fears. Furthermore, several senior figures associated with the Anti-Corruption Bureau and the Financial Intelligence Authority were reportedly removed or reassigned in early April, according to Investigative Malawi. These personnel changes occurred shortly after acting ACB director general Gabriel Chembezi told Parliament's Public Accounts Committee that the bureau found insufficient evidence to pursue formal corruption charges, despite identifying multiple governance irregularities within the pension fund deal.
